Solar & project development

Solar authorisations: from application to electricity sales

Planning an investment or progressing an already awarded project? RB POWER supports the required stages through commissioning and the first invoice for electricity sold to STEG.

Who we work with

Developers · Awarded project sponsors · Investors · Tunisians abroad · Industrial businesses

Your project pathway

Five stages, according to your plant’s progress

You can engage us for the full pathway or a single stage. For an already awarded project, we begin by reviewing the file: what has been completed, what is missing and the order in which to address it.

01

Develop the project

Define the investment, site and administrative requirements.

Project scoping and land tenure

Opportunity assessment, developer objectives and project roadmap. Site shortlisting, access and grid connection constraints; land due diligence and lease support alongside the developer's advisers.

Authorisation scheme: applications and awarded projects

For a new project: preliminary sizing, procedures and stakeholder clearances, technical and administrative application preparation, and follow-up through review. For an awarded project: review of the award decision and existing studies, gap assessment and a schedule of outstanding actions, regardless of the award round.

Project company and administrative procedures

Support with setting up the project company (SPV), in coordination with our legal and accounting partners; follow-up on authorisations, building permits and applicable support or incentive applications. Technical review of the power purchase agreement with STEG and tracking of documents, decisions and deadlines.

Acquisition of an already authorised project

Review of administrative status, land rights, studies and grid connection; assessment of risks and outstanding funding or delivery milestones ahead of an acquisition.

Local support in Tunisia, wherever you are based

A local contact for developers in Tunisia or abroad: on-the-ground coordination, document tracking, progress reporting and decision support.

02

Study the plant

Assess energy yield and develop a documented design.

Coordination of site investigations

Preparation of terms of reference and coordination of topographical, geotechnical and environmental consultants. Consolidation of findings and integration of site constraints into the project design.

System sizing and energy yield assessment

Layout, equipment selection and PVsyst/PVGIS simulations. Assessment of losses, availability, degradation and yield uncertainty, with documented assumptions for engineering and financial studies.

ETEF: techno-economic and financial feasibility study

Study report and editable financial model covering energy yield, CAPEX/OPEX, cash flow, debt service, DSCR/LLCR, returns and sensitivities. Electricity sales revenue or bill savings are assessed against project-specific requirements and lender expectations.

Detailed DC engineering and PV layout

Array layout and string wiring drawings, DC cable and protection sizing, voltage drop calculations and bills of materials.

Detailed AC engineering and grid connection substation

LV/MV single-line diagrams and drawings; sizing of AC cables, transformers and substation equipment. Earthing, metering, monitoring and grid connection interfaces.

Mounting structure installation design

Module arrangement, assembly drawings, identification schedules and bills of materials; coordination of anchoring and foundation interfaces based on manufacturer requirements and geotechnical studies. Structural and civil engineering calculations are scoped separately with the relevant specialists.

Technical compliance assessment

Design and equipment review against project requirements: certificates, calculations, simulations, compliance report and tracking of deviations. Independent inspections and official approvals are separate services.

Protection coordination and selectivity studies

Short-circuit calculations, LV/MV protection coordination, time-current curves, relay setting schedules and assessment of interface protection at the STEG connection point.

03

Prepare the financing

Compile the financing package and support discussions with banks.

Financing strategy and lender documentation

Consolidation of project documentation, comparison of conventional and Islamic financing options, preparation for lender discussions and responses to lender queries through to the financing decision.

04

Support project delivery

Procure contractors, monitor construction and prepare for commercial operations.

EPC tendering and contractor selection

Technical specifications, contractor tendering and technical and commercial bid evaluation. Support with negotiations and clarification of supply boundaries, warranties and contractual interfaces.

Construction monitoring and STEG grid connection

Review of contractor documents, schedule and quality monitoring, site visits, reporting and punch lists. Consolidation of grid connection documentation and coordination of studies, metering and energisation.

Testing, commissioning and first electricity invoice

Review of test procedures, testing support, consistency of settings, acceptance and punch-list close-out. Support through the start of commercial operation and, for projects selling to STEG, preparation and follow-up of the requirements for the first electricity invoice.

05

Support operations

Define performance monitoring and maintenance according to project needs.

Operation and maintenance (optional)

Generation and performance monitoring, alarm analysis, periodic reports, preventive and corrective maintenance, warranty management and module cleaning. The annual contract is tailored to the equipment and site conditions.

Deliverables

Documents to prepare your investment

Depending on the project stage and agreed scope, we prepare the information needed to assess feasibility, compare options and support discussions with lenders and investors.

Energy yield & uncertainty

Energy yield assessment

An assessment of generation, losses and uncertainty, including P50/P90 scenarios where included in the scope. It provides the energy yield assumptions needed for the project’s economic assessment.

Investment & cash flow

Project financial model

A projection of capital expenditure, operating costs, revenue and funding needs. It assesses returns and the project’s ability to meet its financial obligations under the stated assumptions.

Resilience & risk

Sensitivity and scenario analysis

An assessment of how changes in generation, costs and financing affect project viability. Key sensitivities and potential actions are identified to inform decisions.

Decisions & next steps

Summary for financing institutions

A structured summary of assumptions, findings, risks and outstanding matters. It supports project appraisal and follow-up on the next steps.

Feasibility conclusions depend on the assumptions and the project stage. Financing decisions remain with banks and other financing institutions.

Solar experience

Founder’s track record and supported projects

Founder’s track record · Rounds 1, 2 and 4

3 × 10 MW

Contribution to the development of three awarded 10 MW solar projects in Tunisia, as part of the founder’s professional track record.

RB POWER · Round 6

1 and 2 MWp projects in progress

Support through commissioning, the start of commercial operation and the first invoice to STEG.
